How do I get the Blue Feather on Harvest Moon Magical Melody Wii?

I've been trying for hours, and I have all the requirements I have 8 hearts with Gwen, I have a level 3 house at my MAIN house, and I have the double bed, plus more then thirty musical notes!!! What am I doing wrong!!! Even when its sunny Theadore doesn't show up!!!
